CareSource Marketplace Now Sets an ABA Parent-Training Floor: 2 Hours a Month

The July revision of MP-MM-1329, effective October 1 in Georgia, Indiana, Ohio and West Virginia, caps caregiver training at 18 hours per six months and warns that missing the floor can cut the next authorization.

CareSource's ABA policy for its Marketplace plans in Georgia, Indiana, Ohio and West Virginia, MP-MM-1329, took effect in its revised form on October 1, 2026, so it already governs current requests. The revision log for the July 15 review says it added sections V.A and V.B. Those two sections turn caregiver training from a requirement into a number with a consequence attached.

The turn: the penalty lands on everything else

Plenty of payers say parent training is expected. This one counts it, and the cost of falling short isn't a denied 97156. It's the rest of the authorization:

  • "CareSource will require inclusion of caregiver (ie, parent, guardian) coaching in all ABA therapy PA requests."
  • "Up to 18 hours over a standard 6-month authorization period" will be authorized, or a proportionally reduced amount when the authorization is shorter or total hours are lower.
  • "Minimum requirements will include at least 2 hours per month or 12 hours per standard 6-month authorization period. If minimum requirements are not met, other authorized ABA units may be reduced in subsequent authorization periods."

A family that cancels caregiver sessions for two months can cost the child direct hours in the next period. That makes caregiver attendance a scheduling and intake problem as much as a clinical one.

What else the policy says

  • Assessment: "Generally, BAs are not to exceed 8 hours every 6 months unless additional justification is provided." The assessment "should not be older than 2 months" when you request treatment, and "additional assessment units will not be approved for assessments completed over 2 months from the requested start date of services."
  • Who diagnoses: a child and adolescent psychiatrist, clinical psychologist, child neurologist or developmental pediatrician, "independent of the ABA provider." If that evaluation is more than 24 months old, you need a description of symptoms present within the past year.
  • Symptom descriptions (a note added in July): they must be specific to the member and "not a repetition of DSM criteria or language." The policy's example: "lining up toy cars by size," not "stereotyped or repetitive motor movements."
  • School (a note added in July): "IEP/504 information must be provided for consideration of services," along with school placement and weekly school hours.
  • Reassessment (a note added in July): for comprehensive, high-intensity services, direct assessments "should be completed and updated with each care plan every 6 months, including initial submission."
  • Overlap: ABA and speech, OT or PT for the same member can't overlap in time. Services "must be distinct in time, scope and provider."
  • Records: CareSource "reserves the right to request documentation, particularly related to telehealth services or supervision. Lack of timely record submission may result in recoupment."

The limits

This is the Marketplace policy, the plans sold on the ACA exchanges. It isn't CareSource's Medicaid policy in any of these states. We reported on CareSource's Georgia Medicaid policy on September 7, and that policy doesn't contain the 18-hour ceiling or the 2-hour floor. The policy says units "may be reduced," not that they will be, and it doesn't say how big a reduction would be. Several limits are written as "generally" with room for justification.

What you must know or do

  • BCBAs: for each CareSource Marketplace client, total caregiver training delivered since October 1. Anyone under 2 hours in a month needs it rescheduled now, with the reason documented if the family can't attend.
  • Intake and schedulers: book caregiver sessions as standing monthly appointments when a Marketplace authorization starts, not as optional add-ons.
  • Clinical directors: check that every pending Marketplace treatment request rests on an assessment no more than 2 months old, and that assessment hours stay within 8 per six months or carry a written justification.
  • Billing: look for same-day ABA and speech, OT or PT claims for Marketplace members, and confirm the session times don't overlap.
