Humana's Oklahoma 10% ABA Supervision Rule Starts October 12, Not May 19

Humana's own provider notice gives a later date than the OHCA list we reported on September 17. Oklahoma Complete Health's June 30 date stands.

Humana Healthy Horizons in Oklahoma told its network on July 14 that ABA case supervision rises from 5% to 10% of direct treatment hours, and that “This update is effective October 12, 2026.” That's nine days away.

What we reported, and what's changed

On September 17 we reported that all three SoonerSelect plans had OHCA approval to double ABA supervision, and that OHCA lists the Aetna and Humana changes as effective May 19, 2026. OHCA's provider-resources page does say that. Humana's own notice, which we hadn't found, says October 12. The plan's notice to its providers is the date that governs Humana's claims, so we've corrected the original article.

Nothing else in that piece changes. Oklahoma Complete Health told providers its 10% standard took effect June 30, 2026. For Aetna Better Health of Oklahoma we still have only OHCA's May 19 listing, and we haven't found an Aetna provider notice.

What Humana's notice says

  • Supervision goes “from 5% to 10% of direct treatment hours, consistent with Council of Autism Service Providers (CASP) guidance.”
  • “Providers may implement the updated supervision standard earlier, at their discretion, and are encouraged to do so where feasible.”
  • It “applies to clinical oversight activities only and does not change prior authorization requirements, eligibility, Early and Periodic Screening, Diagnostic and Treatment (EPSDT) coverage, or approved treatment hours.”

The turn: one line is missing

OHCA's approval of Humana's request, filed December 31, 2025, carries two lines: “1-2 hours of case supervision for every 10 hours of direct treatment” and “If direct treatment totals less than 10 hours per week, 2 hours of supervision is required.” Humana's notice repeats the 10% and not the two-hour floor. The approval is what OHCA let Humana do; the notice is what Humana told providers it's doing. For a client on eight hours a week, 10% is 48 minutes. The approval says two hours.

The limits

This applies to Humana's SoonerSelect members only. Fee-for-service SoonerCare still runs at 5%. Humana's notice doesn't say how it'll audit the standard or what happens to claims in a week that falls short.

What you must know or do

  • Billers: set October 12 as the start date for the 10% check on Humana members. Internal audits shouldn't flag Humana dates of service before it as short on supervision.
  • Clinical directors: list every Humana member under 10 hours a week of direct treatment. Ask Humana in writing whether the two-hour weekly minimum in OHCA's approval applies to them, and keep the answer.
  • Owners: if you built May–October supervision schedules for Humana at 10% on the strength of our earlier date, you weren't out of compliance. You were early, which Humana says it encourages.
